Permanently Authorizing PILT Act

This bill changes federal law on the Payment in Lieu of Taxes (PILT) program. PILT sends federal payments to local governments that have tax-exempt federal land within their borders. The bill replaces a reference to "fiscal year 2019" in section 6906 of title 31 of the U.S. Code with "each fiscal year." This makes the program's funding authorization permanent instead of tied to a single year.
