Farmers and Ranchers Relief Act of 2026

This bill would change the federal Clean Water Act rules on permits for placing dredged or fill material into waters. The law currently exempts certain discharges from needing a permit, but a separate 'recapture' rule can still require a permit in some cases. The bill would remove the wording that makes the exemption subject to that recapture rule. It would also direct that the exemption be read broadly in favor of not requiring a permit, and states that Congress intends the recapture rule to be read narrowly.
