Veterans Affairs Opportunity for Small Businesses Act of 2026

This bill changes the order in which the Department of Veterans Affairs (VA) applies small business preferences when it awards contracts. Under current law, this order is set out in a section of federal law (38 U.S.C. 8127(h)). The bill removes the third level of that order and moves the fourth level up to become the new third level. It also specifies that this level covers small business contracting preferences established under the Small Business Act.
