CLUSTER Act

This bill changes federal disaster law so that hazard mitigation grant money under section 404 of the Stafford Act can be used for "community hardening" or "cluster hardening." This includes coordinated mitigation work across groups of private homes. It adds this as a new allowed use of the funds alongside the uses already listed in the law.
