Summary

AI-generated summary, report an error

This bill sets rules for companies that offer AI chat services meant to simulate human conversation. For users the company knows or is reasonably certain are under 18, the company must disclose that they are talking with AI, block sexually explicit content, prevent the AI from claiming to be human or simulating romance or emotional dependence, avoid unpredictable rewards meant to increase use, and provide screen-time and settings tools for minors and parents. For all users, companies must adopt protocols that refer users who mention suicide or self-harm to crisis services, and may not program the AI to suggest it provides licensed mental health care. The Federal Trade Commission would enforce the rules, which take effect one year after the bill becomes law.
