Home Energy Affordability Act

This bill would amend the Public Utility Regulatory Policies Act of 1978 to add a new standard that states must consider. Under the standard, an electric utility regulated by a state could file a request to raise its retail rates with the state regulatory authority only once every 365 days. The bill requires states to consider this measure.
