Highways First Act

This bill would change federal highway and transit law to stop the transfer of certain funds made available for transit projects to the Secretary of Transportation. It would remove a paragraph in the federal highway funding law (title 23, section 104(f)) that deals with transferring these funds and renumber the remaining paragraphs. It would also remove a related transfer provision from federal public transportation law (title 49, section 5334(i)).
