STOP RGGI Act

This bill would bar any state from imposing a charge to fund the Regional Greenhouse Gas Initiative Energy Efficiency Program. The Regional Greenhouse Gas Initiative is a program in which participating states work together on greenhouse gas emissions from power plants. The bill does not define what counts as a charge or name specific states. It would apply to all states.
