Highway Formula Fairness Act

This bill changes how federal highway money is divided among the states for several highway programs, starting in fiscal year 2026. Each state's starting share would be based on its share of these funds in fiscal year 2012. Those amounts would then be adjusted so that each state receives at least 95 percent of its share of highway user taxes paid into the Highway Trust Fund, not counting the Mass Transit Account. The Secretary of Transportation would divide the funds among states on October 1 of each year using this method.
