Summary

This bill directs the National Institute of Standards and Technology (NIST) to help create, within 2 years, definitions, standards, data management resources, and cybersecurity frameworks so that biological datasets produced by certain federally funded research are ready for use in training artificial intelligence models. NIST would inventory existing biotechnology standards and datasets and post that information on a public website, set up an advisory group of at least 12 members, and test the standards with the National Science Foundation. Federal agencies could ask NIST for help developing data standards, and NIST would create public places where agencies can post data standards and AI-ready biological datasets. Federal contracting rules would be revised to carry out the standards, NIST and the Government Accountability Office would report to Congress, and the section would end after 10 years.
