VA Fiscal Management Modernization Act

This bill rewrites the law on the Chief Financial Officer of the Department of Veterans Affairs (VA). It requires the VA Secretary to name the Assistant Secretary for Management as Chief Financial Officer and lists that officer's duties, including running the budget, auditing finances, and giving budget information to Congress on request. It creates two Deputy Assistant Secretary positions and a Legislative and Congressional Budget Information Office of up to 15 staff whose only job is to give Congress certified financial and budget information. It also requires chief financial officers of VA Administrations and regional networks to report only to the department's Chief Financial Officer. The VA must carry out these changes within 180 days of the law taking effect.
