All American Metal Act

This bill would change the federal tax code so that recycled copper counts as a critical mineral under the advanced manufacturing production tax credit (Section 45X). To qualify, the copper must be made from recycled materials and purified to at least 99.9 percent copper by mass. The change would apply to copper produced and sold in tax years beginning after December 31, 2024.
