To amend title 23, United States Code, with respect to the amounts States are guaranteed under the highway apportionment formula, and for other purposes.

This bill changes the federal highway funding formula that divides money among the States. It adds a new minimum so that each State would receive at least 0.5 percent of the total federal highway apportionment. This new floor is added to the existing guarantees already listed in the law.
